Minutes
Meeting of February 3, 2004
3:30 P. M.
Korte Recreation Center

Members Present:        Deanna Harlan, Dick Aten, Milt Steiner, Dennis Calvert, Ray Ford, Sharon Rinderer, Mark Rosen

The meeting was called to order by Chair Deanna Harlan.  Minutes of the
December 2 meeting were approved.

Members of the Tree Commission then judged the Arbor Day posters.  The winners were Alayna Gillespie, first, Ashlynn Frey, second, and Hannah
Runge, third.  Alayna's poster will be sent to the state contest in
Springfield.  All three winners will be honored at a city council meeting
in April.

Dennis Calvert presented a proposal for a landscape ordinance.  The new ordinance would deal with private property.  The present ordinance only deals with city-owned property.  Dick Aten made a motion that Dennis and he adapt the Edwardsville ordinance as our landscape ordinance for commercial and single family developments.  Dennis seconded the motion.
Motion approved.

Dick then made a motion to request a copy of the proposed budget for tree items and quarterly reports of expenditures from the city council.  This information will be used for Tree City applications.  Ray Ford seconded the motion.  Motion approved.

The arboretum is moving ahead under the guidance of Darin Girdler and
Andy Carmitchel.  Its primary function will be educational and secondary function recreational.

Dick shared that city workers trimming and pruning trees should be certified.  He requested that ISA and arborist materials received by the city be routed to the Tree Commission.  He also requested that Tree
Commission minutes and poster contest winners be posted on the city web site.

Dick initiated a discussion of quarterly meeting agendas.  Should meetings focus on specific areas?  Could agendas be circulated in advance?  

The mailbox at the arboretum will be stocked.

Mark Rosen shared that Roland Harris has suggested Koepfli Park as a name for the arboretum in his column.  He also shared that a grant has been completed that would, if funded, provide money for the purchase of 10 acres between the Jaycee Park and Lakewood Estates.  There are 20 more acres nearby that may be purchased if funding can be found.

Mark reported on calendar year city man-hours.  One hundred hours were spent planting trees, 150 hours mulching, and 13 hours watering.  He noted that the proposal for a park ranger will go before the council on March 16 and that Tree Commission members in attendance would be a positive.

Deanna Harlan asked about a spring tree planting.  Fall was agreed upon as our preference due to a higher success rate.

Milt Steiner will check requirements for an Arbor Day celebration.
