Changes in the Water Distribution / Sewer Collection Division
Submitted by Joe Gillespie

Today marks the end of era for the Water Distribution/Sewer Collection division of Public Works. Gervase Ottensmeier is retiring from the supervisor’s position after a 36 year career with the city of Highland.  The department and I want to extend our gratitude for the outstanding dedication and service Gervase has given the city. We wish him well in his retirement.

Gervase will be missed.  I am; however, pleased to announce that Russ Parker has been promoted to fill his place.  Russ is a 32 year veteran of the department and we are confident he can fill those shoes.

6th Street Project
Submitted by Jeff Dortch

The project includes the installation of new storm sewer from Walnut east to Lemon St., Lemon St. north to the creek, removal and replacement of concrete curb and gutter from Walnut to Pine, and milling and overlaying the asphalt surface from Walnut to Pine.

Work completed this week included installation of new street signage along 6th St and at the intersections with Pine, Washington, and Laurel streets. The contractor also completed final grading, seeding, and mulching of all areas disturbed by construction.

Pending a final inspection by the City, the project is complete.

Poplar St. Widening and Resurfacing Phase 2
Submitted by Clint Conrad

The proposed improvement to Poplar Street will consist of widening, where necessary, the existing pavement and resurfacing the roadway to construct a 32-foot wide pavement. The pavement will service two 12-foot vehicular lanes and two 4-foot bicycle lanes. The improvements include a roundabout at the intersection of Poplar Street and Broadway. Scheduled improvements include concrete curb and gutter, sidewalk on one side and storm sewer.

The contractor is has finished placing inlets for the storm sewer under the proposed roundabout. Curb and gutter construction for the roundabout will begin next week.

The city thanks all the residents affected by this project for their patience. The city would also like to remind all the residents avoid the use of Lemon Street when possible and use the marked detour route when traveling through Highland.

Detour 1-IL Route 160-Close IL Rte 160 on Poplar St. from Broadway to Main St.  IL Rte 160 traffic will be detoured onto US Rte 40 and Hemlock St.

Detour 2-Poplar St-Close Poplar St. from Poplar Dr. to Broadway.  Poplar St. traffic will be detoured onto Lindenthal Ave., Washington St., Broadway, Cypress Street and 6th Street.
